Posting polls can't be any worse then posting useless topics, if someones can't create a poll they will just create a normal topic instead. No reason for it not to be public. Just gotta let people get it out of their system first.

Keep the polls, if anything, but I don't think you can possibly do it, but make a limit on how many polls you can do in a week and there should be a number of posts needed on your account before you are given the privilege to post polls.
