True, but then again, without the storm surge, a hurricane is basically a glorified thunderstorm.

Katrina was going to happen anyways, regardless of when or how; the city of NO ignored a report that said the levees were in shit condition and needed repairs ASAP.

Granted it was from the US army core of engineers, which has been shit quite often.
