Stop watching the films, read the books. Bond can get through a mission without the gadgets if needed, they're there to help him cut a few corners and get things done quickly, which is needed for his line of work since quite frequently he's working against the clock. Come to think of it the chap from 24 should be in this poll, make things interesting.

Yes and no. The Bond series has been rebooted. So every other Bond film actually hasn't happened at all. (If they did, Bond would be at least 65 by now) Casino Royale is the start of what some are calling New Bond.

Just a reminder, Bond's had far more training than Bourne. Bond's official rank is Commander, he was in the Navy before joining MI6 and is skilled in numerous martial arts and an excellent marksman. Bourne, good but he's a bit of a dog compared to Bond IMO.
