First off Killer Insticnt was a two hit wonder, and some of the charcters on those games should totally be allowed. Thus said my list(by the rules) follows

1.Akuma, (SF2 Alpha 2) Just like last years winner,but with more moves!
2.Ukyo (Samurai Showdown)
3.Hanzo Hattori (Samurai Shodown)
4.Mitsurugi (Soul Caliber)
5.Sagat (SF2)
6.JAK2(Tekken2) Nothing Says Ouch like a gut punch that sens you flying
7.Leigh (Tekken2)
8. Shang Tsung (MK2) I mean common he could be anybody,and he shot up to three fireballs at one time.
I couldn't remember the list from last year so I just did whatever.
