I find it curious that female genital mutilation is illegal in many countries while male genital mutilation is a rite of passage in some cultures and merely considered 'clean' in many others (which is baseless as far as I know, take care of your turtleneck and it'll take care of you by not getting infected).

Female genital mutilation is just that, mutilation. In a male circumcision they only remove the foreskin, but in female circumcision (obviously depending on the case) it can vary from removing the clitoral hood (which I doubt is illegal) to removing the labia minora and clitoris, then sewing up the labia majora to leave only a small hole for peeing and bleeding (yay for my immature terms ) which is definitely illegal.
So the equivalent to male circumcision would not be illegal.
