resident evil 4

Hi I'm new here. I'm playing Resident Evil 4 on my ps2 and I'm stuck, so if there is anyone out there who can help I'd appreaciate it. Problem; on the island just after the third arms dealer and save point I've run into a merc who I fought before with the knife. How do I kill/get past him as he moves far too fast for me to hit?

For the first half of the fight, disregard him almost entirely and just try and get pieces of the puzzle. Then, when you've gotten two and are on top of the tower, shoot him in the legs before taking him out.
