Well they're made by the same people, use the same engine, and are linked but portal still isn't half life. I'd say it's in the same universe though. =p

They mention Black Mesa a whole bunch in Portal, and Aperture was killed in an attempt to compete with them, so I'd say they are connected.

If you look through some of the windows you'll see a projector flicking through a slideshow. The slideshow is about how to compete with Black Mesa and market share if I remember correctly.
