Accuracy is no way to judge performance. My accuracy stays that way, yet I have 353 combat efficiency ribbons.

Depends on what weapons you use:

machine guns: lower accuracy (suppressive fire all day)
Shotguns/rifles: higher accuracy (you're focusing on that direct hit)
