Free at last!!

"Since hardly any PC players were willing to pay an annual Xbox Live for Windows fee, Microsoft has waived the $49.99 Gold Membership fee, making all multiplayer components of the service free" This quote was taken from the latest Game Informer magazine. I'm wondering if this means the fee is being waived for everyone or just the PC users. Any thoughts?
